The City of Biñan is recognized by the Civil Service Commission for its Performance Management under PRIME HRM.
PRIME HRM is a program of the Civil Service Commission to institutionalize meritocracy and excellence in human resource management. PRIME-HRM’s objective is to elevate the HR public sector to a level of excellence for good governance and efficient public service. This ensures that HR systems are in place and implemented at all levels through the help of the different committees, in this case the Performance Management Team, and Department Heads.
