November 26, 2017On behalf of the City Government of Biñan, Mayor Arman Dimaguila, Vice Mayor Gel Alonte and Representative Len Alonte-Naguiat were on hand to receive the plaque of Seal of Good Local Governance (SGLG) from the Department of the Interior and Local Government (DILG) by practicing good governance and yielding better services to its constituents on November 24, 2017 at Manila Hotel. “Itong seal na ito ay pinaghirapan nating lahat. Marami tayong gagawin para sa lungsod and we will make the most out of it. This time naipakita natin na 2017 is a better year. Kinakailangan ang mailagay nating standard ay ‘yung mas mataas. Sinisimbolo nito na ang ating lungsod ay umaayos at ang paga-ayos ng lungsod ay isang proseso,” Mayor Arman disclosed. The City Government of Biñan passed all four core areas and at least one essential area required for an LGU. First of these criteria include FINANCIAL ADMINISTRATION – accountability and transparency to accounting and auditing standards, good financial performance and optimal utilization of resources. Second is DISASTER PREPAREDNESS – proactive actions to prepare for disasters and ensuring operational readiness for early warning and/or response. Third is SOCIAL PROTECTION which enhances social welfare services, support basic education and respond to the needs of women, children, senior citizens, indigenous people and PWDs. Lastly is PEACE AND ORDER that encompasses the protection of constituents from threats to life and security; and ensuring a drug-free community. On the other hand, the essential areas are BUSINESS-FRIENDLINESS and COMPETITIVENESS, ENVIRONMENTAL MANAGEMENT and TOURISM, CULTURE AND THE ARTS wherein the city also qualified. Mayor Arman also recognized the efforts of the employees that made the achievement possible. “Simula sa naglilinis ng kanal, kapulisan, bomber, nangungolekta ng buwis, nagpapatupad ng batas, nanghuhuli ng sumusuway sa batas, nagpapasa ng mga ordinansa ibig sabihin, we are doing it right,” he said. The Seal of Good Local Governance (SGLG) or Pagkilala sa Katapatan at Kahusayan ng Pamahalaang Lokal was introduced to provide a greater challenge for the local government units to continue their good governance practices while providing better services. It is guided by the provisions of the Republic Act 7160 or the Local Government Code of 1991, the General Appropriations Act of 2017 and Administrative Order No. 267 of 1992. “Marami pa tayong gagawin at maniwala kayo every day is a challenge at nage-enjoy ako sa trabaho ko,” he furthered.
